Fix Osd on lockscreen

The lockscreen now is in the shell package. we do show Osd items in there but as an inline element rather than a standalone window. so we do need at least the contents for the osd to be displayed as a fake window. Right now it duplicatesthe osd item code, however i think is probably the least evil as there is still apparently a strong demand for theming the osd on the desktop and a random different design would probably not work on the breeze lockscreen
