[kcms/keyboard] - Redisign
It's been a while since i rework module and finally made ui changes for it. Thanks a lot to all who helped remove bugs that i made in previous mr. And now it's time for discuss. Changes i made:
- New style for user layouts
- Reorganize settings
- New navigation
- Update "Add Layout" dialog

P.S. It seems to me that the option "Configure Layouts" is a little useless, but I decided that if we get rid of it, it must be done in a separate mr. Or we can made that option enabled by default and just hide it from user
