applets/taskmanager: follow HIG on capitalization & improve translation context
This MR contains two commits; the first changes the capitalization of some entries in the task manager configuration to be more in line with HIG recommendations (i.e. consistently using sentence case where appropriate); it also improves the translation contexts for the affected strings. The second commit improves the translation context for the strings that were not changed in the first commit; it should not include any user-facing changes (unless I missed one when separating things).

The HIG recommend that checkbox labels and similar controls use sentence case. In most cases, the task manager configuration already follows this guidance, but there are some instances where a word is unnecesarily capitalized, including one instance of the word "task", some instances of "panel", the word "top", and the word mode in "Touch mode".
This change makes the use of sentence case more consistent. In addition, the translation context is added or expanded to use proper context markers and be generally more informative about the situation where the string is used.
Many of the strings in the configuration dialog for the task manager do not have a translation context, or an uninformative one.
This change adds context to translatable strings, including context markers, completed sentences (if any), and other relevant information. User-facing strings should not be affected in this commit.
