taskmanager: Remove secondary point from triangle mouse filter

Looking at the original commit(s) its not entirely sure what the intended purpose of this was but as it is it's broken:

  • in bottom panels it will filter out almost every mouse move
  • it doesn't do anything in top panels
  • in left and right panels its doing something nonsensical BUG:483390
