[kcms/autostart] Support enable and disable system autostarts.
This add support for user to disable or enable a system level autostart in /etc/xdg/autostart. For user modified desktop file, remove button would show up. Remove it will just reload the system entry. For user level desktop file, remove will cause it to remove completely.
