Draft: Added an option to keep pinned apps shrunk in task manager.

Adds the option to keep pinned apps shrunk when launched in taskmanager.

(I don't doubt the code is bad and needs formatting work, and I would allow commits from upstream members but that is apparently not allowed?)

Idea comes from this reddit post.
