applets/taskmanager: Added an option to keep pinned apps shrunk.

Adds the option to keep pinned apps shrunk when launched in taskmanager.

(I don't doubt the code is bad and needs formatting work, so any help on that is welcome.)

Idea comes from this reddit post.
