revert: bf7d64b3 . Fixes panel height adjusting fails when the panel is on top / left

Since bf7d64b3, when the panel is at the top or left, hitting (+) icon decreases the size of the panel, and hitting (-) increases the size of the panel, which is supposed to be opposite instead.
