Fix the componentchooser KCM catalog name

Yuri Chornoivan requested to merge yurchor/plasma-desktop:fix_locale_for_componentchooser into master

There was a change when switching to QML (kcm5_ -> kcm_). This change breaks translations and naming scheme proposed by Luigi Toscano. Thus, this should be discussed or at least approved by Luigi.
