Enable 2 columns mode

Marco Martin requested to merge work/mart/2columns into master

the first page of this kcm will be treated as a sidebar if the window is wide enough

depends on frameworks/kcmutils!33 (merged) and frameworks/kdeclarative!46 (merged) without them this change has no effect, so should be possible to go in 5.20 without regressions
