[kcms/notifications] Re-arrange and re-word top items

Nate Graham requested to merge ngraham/plasma-desktop:rearrange-notifications-kcm-top-items into master
  • "Always show on top" has been renamed to "Show over full screen windows" To make more clear what this setting does
  • Moved the "Show critical notifications in DnD" mode checkbox out of the DND section and into the Critical Notifications section, which felt somehow more appropriate
