[kamc/baloo] Warn people what they're missing when they disable Baloo

Merged Nate Graham requested to merge ngraham/plasma-desktop:warn-people-about-what-theyre-missing-when-they-disable-baloo into master

Otherwise users may not understand the trade-offs here and be confused when they find themselves missing features such as extended metadata display or tags throughout KDE software, or Dolphin's Information panel.

The excessive bottom spacing seems to be a bug in how Kirigami.InlineMessage handles rich text, and is not related to this merge request.
