[Folder View] When folder previews are disabled, disable them on hover too
requested to merge ngraham/plasma-desktop:disable-folder-preview-popups-on-hover-too-if-theyre-already-disabled-by-the-user-elsewhere into master
It's logical that if the user disables this feature, they want it off everywhere, not just in one of the two places where it can currently appear.
