Notify about changes when changing Global Theme

Michael Genda requested to merge gikari/plasma-desktop:notify-in-global-theme into master

This is needed for GTK Daemon to correctly change various GTK settings as well (e.g. icon theme, colors, etc).

🧪 Test

  1. Open a GTK app
  2. Open Global Theme settings
  3. Change the global theme
  4. The GTK application should change its colors and icon theme according to the new global theme
