taskmanager: Make albumArtBackground in the tooltip load on demand
This is expected to slightly improve the loading speed and the memory consumption of ToolTipInstance.
Tested on a low-end PC. With !635 (merged), !636 (merged), !637 (merged) and !638 (closed), Loader seems to be effective in speeding up the initialization of ToolTipInstance.
