RFC: kcms/landingpage: Put theme buttons in form layout and make them smaller

Nate Graham requested to merge ngraham/plasma-desktop:puttem-in-the-formlayout-holmes into master

This results in better alignment and saves a bit of vertical space, preventing the page from looking so cramped.

RFC Because I am not 100% sure about this and want @teams/vdg guidance and approval.
