kcms/landingpage: Adjust spacings around separators to improve consistency
Currently the spacings around the two separators are inconsistent.
Assign Kirigami.FormData.isSection property to the second separator,
and move both separators to the end of Kirigami.FormLayout, so the
problem can be addressed.
