Make task manager not apply margins

Closed Niccolò Venerandi requested to merge niccolove/plasma-desktop:no-taskmanager-margins into master

This makes the task manager not apply margins; this way, the background rectangles can expand to borders. Some margin can be then added in the tasks.svg itself.
