[on hold] Add shell kcm, and add system vibrations (toggleable)

Add a shell kcm, which will be the future home of settings for all shell components here. Currently it's just a checkbox for toggling system vibrations.

Also add system vibrations to the navbar, quicksettings, lockscreen keypad, and logout page.
