Show hotspot and strength when it is activated

Mr. Athozus requested to merge athozus/plasma-mobile:adaptative-network-indicators into master

As described in the title. When I activate my hotspot, I like to :

  • remind that my hotspot is enabled in the status bar ;
  • know the connection strength without disabling/enabling

This MR should do it. As "always", I wasn't able to test it. But this is sufficiently short to be ok.

NB : The failed job was already failed before my push.
