disable electric border highlighting by default in envmanager

Luis Büchi requested to merge lbuechi/plasma-mobile:work/envmanager-disable-electric-border into master

Makes envmanager disable the electric border highlighting so screen edge touch gestures don't highlight anymore - this also applies for mouse based ones though.

Long term it's probably better to default to off on initial setup and then allow the user to override it however they want to, but I think this is a better setup for most people already.
