Some fixes for scaling

Bhushan Shah requested to merge bshah/plasma-phone-components:bshah/scaling-fixes into master

This allows me to correctly configure and apply scaling on for example QEMU or something which uses DRM backend then hwcomposer.

However for some devices it would need some kind of static configuration (for example Librem 5 device)

Elements are pixelated, but.. that is probably another issue, thoughts?
