applet: Add toolbar items to context menu

Adds Wi-Fi, WWAN and airplane mode switches to the applet's context menu.

I would recommend testing to ensure:

  • WWAN (mobile network) switch works in both context menu and applet toolbar
  • portal ("Open Network Login Page...") button works

I'm confident these features still work, but due to some refactoring should be tested. I can't test them because I don't have the hardware nor do I know a network requiring login.
