kcm: allow gui to toggle SystemConnectionsByDefault

Connection secrets in the KWallet are not available during system bootup.
There is option 'SystemConnectionsByDefault', but it cannot be set in gui.
We can manually set up or edit individual network profiles, but it's too cumbersome.
