[kcm/mobilewifi] Use Dialog instead of OverlaySheet to fix display glitches

This avoids strange display issues with overlaysheet, and also uses dialog for its intended purpose (overlaysheets weren't meant to be replacements for dialogs)

The dialog replicates the appearance of the sheet, and also provides the respective animations.
