applet: Animate slider when 'Raise maximum volume' is toggled

I'm often working with my headphones on, but when not — I have to raise the limit because laptop speakers are obviously a piece of 💩 as any laptop speakers are supposed to be. Animating the transition makes a smooth and polished user experience, instead of rapidly jumping back and forth tens times a day.
