kcm: Adapt to Kirigami API change for actions

The actions are still not shown, but the KCM starts now instead of erroring out.

Still pending fix on kirigami to show actions:

kf.kirigami: Could not create delegate for ToolBarLayout
kf.kirigami: file:///home/isma/kde/usr-kf6/lib/x86_64-linux-gnu/qml/org/kde/kirigami.2/ActionToolBar.qml: Maximum call stack size exceeded.
