[kcm] Merge desktop files

Nicolas Fella requested to merge work/merge into master

For technical reason both the KCM plugin and the KPackage have a desktop file. The content overlaps partially and it's confusing what values are taken from where. Merge the two to avoid the duplication and confusion. This is done in other KCMs as well.
