applet: make Applications volume sliders take Raise maximum volume into account

Make Applications' volume sliders go over 100% when "Raise maximum volume" is checked, same behavior as on KCM

It is a bit tiresome for me opening the KCM settings every time I need to slightly boost just a single browser tab's volume over 100%, without raising the whole system audio level (which would also raise any other tabs/apps producing sound as a result).

As a workaround for this usecase (just a single browser tab being too quiet) I tried raising the device output over the maximum instead but I usually forget about it 10 minutes later and get blasted by the next audio app or browser tab with sound I open. In addition to that, if I had another 4 or 5 tabs or any other apps producing sound at the time then I had to manually bring every other app's volume down and leave the one I was trying to boost at 100%.

So being able to quickly raise the volume over the maximum of a specific app from the applet feels a lot nicer (and brings it in line with how the applications' volume sliders are presented in KCM).
