Port to qt

Integrate a simple wrapper that lets libpulse use Qt

I've been using it in pavucontrol-qt, kmix uses it, and could probably be put it in a library (or just upstreamed to libpulse, but I doubt they want Qt stuff). But it's a fairly trivial header (and could be made simpler), so I haven't bothered yet.
