Sync AppletConfig from plasma-desktop@8d898d2a

Chris Holland requested to merge cholland/plasma-sdk:work/appletconfig into master

This quiets a number of warnings when testing widgets in plasmoidviewer. It also syncs the new "About" tab.

I updated the copyright headers to use SPDX-FileCopyrightText.

I'll wait on if plasma-desktop!442 (merged) is merged since I might need to sync that as well.
