Drop vim templates

ivan tkachenko requested to merge work/r/template into master

KDE code base does not even use that form of copyright header anymore; and the #ifndef idiom can be replaced with #pragma once in non-frameworks code. Either way, this kind of local setup could find a better place somewhere in kde-cli-tools or somewhere like that.
