SystemImmutable is still used and intended for kiosk-like deployments
together with kauthorized, this hides the apply desktop layout option
from the lnf kcm when immutable, alongside shellcorona not even trying
to load the layout if asked for by the dbus method. also, correctly
hide the enter edit mode action when immutable
