[kcms/cursortheme] When a theme has only one size, disable only the size dropdown and not the whole footer

When a theme has only one size, disable only the size dropdown and not the whole footer. This was being controlled by a SettingStateBinding but the target wasn't set, so it defaulted to the visual parent, which was the footer.
