kcms/desktoptheme: blend manual Plasma theme changes

Nate Graham requested to merge ngraham/plasma-workspace:blend-plasma-theme-changes into master

We can use the KWin blend effect to make it look nicer and hide the currently rather slow and disjointed transition when manually changing Plasma themes.
