applets/systemtray: show tooltip when label is truncated

Fushan Wen requested to merge work/fuf/tray/addtooltip into master

Even in the default window size, the label can be truncated when using some fonts like Microsoft Yahei or the text is long. This adds a tooltip to show the full text when the label is truncated.
