logout-greeter: Add lockscreen overlay

This adds the ability to overlay the logout greeter on top of the lockscreen on Wayland (useful for Plasma Mobile, as it is triggered by holding the power button).

We introduce a .desktop file for ksmserver greeter in order to give it access to the wayland protocol to raise over the lockscreen.
