kcms/cursortheme: update `XCURSOR_THEME` and `XCURSOR_SIZE` when applying settings

Fushan Wen requested to merge work/fuf/cursorenv into Plasma/5.27

They are set in startplasma, so when cursor size or theme changes, the two env vars also need updated.
