kcms/region_language: set LC_PAPER, not LC_PAGE
The correct name of this environment variable/format is "LC_PAPER." We look for it by the correct name in kcmregionandlang.cpp, but not in regionandlangsettingsbase.kcfg, causing a mismatch.
