use KCountryFlagEmojiIconEngine for regional flag icons

Harald Sitter requested to merge work/sitter/flagsflagsflags into master

the old pixmap approach was deprecated throughout all of kf5 already. it's replaced by the iconengine in kf6

might be worth resolving all icons async and caching them. loading this many flag icons may not perform adequately on weaker machines
