[libtaskmanager] Improve user experience when moving pinned tasks

The two commits in the MR together resolve bug 426880, primarily by addressing a logic error leading to incorrect launcher positions being written to persistent configuration as well as by avoiding a few ugly animation frames under certain circumstances, as a result of an earlier misguided optimization attempt.
