runners/powerdevil: use suspend-then-hibernate for sleep action if so configured

Natalie Clarius requested to merge work/natalie/powerdevilrunner-suspend-then-hibernate-if-config into master

This makes the powerdevil runner's "sleep" match perform suspend-then-hibernate if the user enabled this option in energy saving settings for the current profile.
