PanelView: dodge only the active window
Most people when working have at least one window maximized, or tiled such that it would touch the panel. For them, Dodge Windows currently is essentially equivalent to plain Autohide if they're doing anything other than looking at the desktop.
With this change, we only dodge the active window.
