Revert "Plasma 6 pre-release version notice"

This reverts commit 7d1ead56

Because of the fixed version number in git master, there's no need to specify a range for Alpha, and the comment block doesn't need to be moved to include pre-release versions, as the hard-coded logic for our pre-releases will be removed after Plasma 6.0's release (if the banner stays).
