Set margins on the ruler so it doesn't overlap non-center-aligned panels

When the panel is not center-aligned, set margins on the ruler window so it doesn't overlap with the panel, because a non-center-aligned panel isn't allowed to set its own reserved areas with the current state of the layer-shell protocol.
