Use contrastRatio 4.5 for accentForeground

Previously the accent color could be ridiculously light (almost full on white) before the text would change color to black.

This uses the accessibility contrast formula to calculate the contrast ratio and sets it according to WCAG standard.

I added the sources of these values to comments.

PS. I think this should be backported to Plasma 5 as well.
