Remove "Add Widgets" and "Add Panel" from desktop context menu
As of plasma-desktop!1980 (merged), these actions are now both available via Edit Mode. As a result, we don't need to have them in the desktop context menu anymore, where they take up space and present an easier way for people to accidentally mess up their Plasma layout.
I have a firm memory of us discussing this in the past and deciding to do it in some VDG Task or issue, and it being blocked by the lack of an "Add Panel" button in the global Edit Mode toolbar. But I cannot find it.
