kcms/notifications: remove separator lines
These separator lines are overkill and contribute to a heavy appearance. Whitespace alone should be sufficient here.

The top padding above the first header still looks too high here; maybe the detection of this isn't working somehow? A pre-existing issue, though one we should fix.
