applet/systray: Show icons in HiddenStatus when set to "Always visible"

(Unrelated to this change. But from the screenshot, it's evident that KeyboardIndicator needs a new PassiveStatus icon to be useful in "Always show" settings. Perhaps substitute the "A" with "a" in the icon?)
I'm not entirely sure if we should do this change, and if it should target 6.0. I'll leave this to @ngraham
