Allow saving picture of the day wallpaper directly from lock screen

arti amilots requested to merge amilots/plasma-workspace:savepotd into master

This MR is a set of 3 to enable one click save of the picture of the day wallpaper.

In plasma/plasma-workspace:

  1. It adds the save button to breeze kscreenlockertheme and
  2. Relevant KCM to turn this off optionally.
